Well, filing the RFP is the official way of saying "I want
this packaged". Doing so as the author of the thing to
package says "I'm here willing to answer questions where
needed." Or else I could have filed the RFP myself. Which I
could have for any odd package I whimsically find
interesting one day or another. You, as the author,
(might) lend more weight to the request.
