What's been done in the past is to break it into tasks based on logical 
functional groupings, and then just make entries in the wiki pages with 
links to more details of what is wanted for each task.  Then people can 
express their interest in working on a task or claim a bounty by putting 
their name and/or other notes in the wiki.
