wx.TextCtrl selected text

hi all, i need to control if any text selected on wx.TextCtrl when my
program runs, is there any event about this? what i your opinion?

One more, i built a notepad application, it is opening with blank page as i
did, when i try to open txt file with my program (double click *.txt file)
it is opening again blank page, it is normal because i built it like that,
how can i manage it, if the program works on exe file it will start with
blank page but not it will open that file while starting, i googled and
found something sys.argv but i couldnt organize it my program, i need your
advice. thanks...
