They are.  It's just that nobody on the C++ side has taken the time yet 
to make the release official and update the website, send announcements, 
etc.  The CVS has been tagged however, and tarballs made.

I usually don't mention C++ specific changes unless it has an impact on 
wxPython users, and I often don't mention bug fixes at all unless it's a 
high visibility one.  Otherwise the CHANGES file would be at least five 
times larger than it is now.
