There exists a widget written by another user that offers the pop up
functionality.
As for learning wxPython, the docs and demos go a long ways towards
showing you what can be done, and looking through code examples on the
Wiki can also help. When you need clarification, don't be afraid to
post your questions here, that's why this mailing list exists.
