IIRC VLC is based on the libraries of the ffmpeg project.
James Evans wrote a wrapped for ffmpeg called pyffmpeg that wraps those =
libraries and specifically allows the extraction of individual frames =
from movies.
It's a bit of a pain to build on Windows, but I've just uploaded a =
binary Windows build for you to to try.
