I found it here:

after following the "Submit a patch" link on http://wxpython.org/
under the "Community" section. There is a patch file there for
download.  Looking at the line numbers in the patch file, it appears
outdated, but within the context it looks correct.

I am in the same boat, I have never done any developer work on
SourceForge. But it's possible to submit a bug report and see what
happens. :)

It's strange that the posted patch is not implemented in the current
wxPython. Without it, the SetShowScrollbars setting is simply ignored!
