There isn't one yet, but I've recently added a script that generates the 
  HTMLHelp contents and index files so it is getting close.  However 
when I tried to build a .CHM from them there were some errors and it 
wouldn't display any pages, so there is still a bug somewhere.  The 
script is in CVS at wxPython/docs/bin if you want to play with it.
