  Huh?! Don't You think this is a quick-and-dirty fix? After all,
the locale settings are there for some reason; If they cause problems
in user code, I wouldn't think it is a sufficient argument to "fix"
the library. You can change the LANG specifically for the user program
using a stdlib.h function setenv().

  Just my 2 cents.
