menu alignment

The code::blocks users are not seeing the problem under minGW anymore
(when using patched 2.6.3 or 2.8-branch code).

The 2.6.3 patches are back port of cvshead of a month or two ago,
submitted to sf.net by me (username stahta01)

Note: Still seeing a MenuToolBar issue where menu items that are
disabled are NOT grayed out. This is just on one ToolBar the others work
right, so could be wxWidgets or Code::Blocks fault.
