A free DialogBlocks equivalent?

has links to more tools, including the Code::Blocks OSS IDE.

For commercial software, DialogBlocks is really pretty reasonable.  
wxDesigner is twice as much, and there are plenty of tools out there  
(for other GUIs) costing in the several hundred dollars per seat range.
