Select system Colour Scheme (KDE)/Theme(XP) programmatically

Hi,

I am using wxMSW (Windows) and wxGTK (Kubuntu) for an astronomical capture
application. This program is used in complete darkness and a feature is
needed to enable a "Night View" mode with mostly red colours, i.e. not as
damaging to the eyes' night vision as standard colour schemes.

Several Windows programs have such features, a simple example is
<http://www.astro.ufl.edu/~oliver/niteview/> and it seems the KDE color
schemes are found in $HOME/.kde/share/apps/kdisplay/color-schemes
Note that the whole desktop should be set in nite mode, not just a single
application.

Is there a way to achieve this programmatically with wxWidgets so it would
work under both Windows and KDE (or even Gnome) ?
