no it would _not_ be a bug, it would be a _badly written_ program.
and only after the change to an empty macro it would be a bug.

systematic crash with Unicode version on Win98 when displaying menus with 
images (actually a bug in Unicows.dll but with effect _because_ of mostly 
untested modifications).
