We can easily make a new top-level directory in our CVS if that is what 
people want.  I've been thinking about making a "sandbox" directory 
anyway as a place for things to be shared and experimented with while 
still being polished.  That sounds ideal for the SoC projects.  I don't 
think we need to worry about any requirements that only Francesco writes 
to the dir as we're usually pretty good about not bothering other 
people's code, but if needed I can look into some of the cvs access 
control scripts that are available.  (I've been thinking about doing 
that for a while now as well.)
