IMO it could be something like:

1. Start with wx3 as separate lib.

2. Regardles the goal is wx2on3 or wx3on2, do the goal using CVS Head beacuse
it will probably require to add some api in wx2.

3. once wx3 a little stabilise then release wxW 2.8 and wxTNG alfa.

4. Give time to people to migrate to 2.8 and do wxTNG testing this way

5. With feedback from 2.8 continue 2.9 adjusting wxTNG further towards wxW
3.0/2.10 as one release.

Dreaming?
