[wx-discuss] wxWiki Editing Policies

The wxWiki has been well overdue for some basic editing policies for 
sometime now. I've laid down some quick base rules that I think everyone 
can agree with. If no-one has any complaints, changes, and/or additions, 
I will move on to reviewing all pages on the wiki for policy violations, 
and can get back to fixing up the new front page and ToC replacement.

There are currently a good number of pages in the wiki that will be in 
violation of the proposed policies as it stands right now. I'm in the 
best position right now to be cleaning out those pages so it will be 
easier to start categorizing the pages left over into their appropriate 
places in the Guides and Tutorials sections of the new front page.

I'm no-where near finished on the new front page replacement, but if you 
also have the time to give some feedback on the work that's been done so
