Initial Comment:
On a non-native toolbar, after clicking on a toggle (check) toolbar item, the bitmap disappears, never to return.

You can see this by running the toolbar sample, doing "Set toolbar at left of window", and then clicking on the Help item (which is set as toggle).

Instead of a border being drawn around it (as happens when the toolbar is "native"), the bitmap simply disappears.
