[wx-dev] mail server issues resolved

Hi all,

It looks like mail is flowing properly through the mail server once 
more.  If you've sent messages in the past couple hours that didn't make 
it to the list then you may wan to resend them.  You can check the 
archives if you're not sure.  While correcting one configuration error I 
introduced another that may have caused incoming messages to the lists 
to be lost before they were delivered to mailman.

The original problem was due to some process limits I set incorrectly 
that caused the server process that drains bounced and deferred messages 
out of the active queue to not be started.  So then all the processes 
that were handling sending messages from the active queue were clogged 
up with the deferreds and bounces instead of handling delivery of new 
messages.
