backward incompatible change to wx-config

There are other flags passed to wx-config by wxwin.m4 that are effect 
too as far as I can tell: --rescomp, --c*flags, --libs 
and --utility=wxrc (in all cases, libs list goes first, then the 
option).

No, from wxwin.m4.
