Last time I checked it a) required the purchase of a computer and an
operating system and it b) didn't provide any source code with it...

So I don't think it would qualify for either meaning of the word free ?

That being said, I do think Xcode is a very nice component of Mac OS X.
Even includes things like AppleScript and WebObjects and KitchenSink 
now.

But that doesn't mean it couldn't stand a little healthy competition.
