Summary: wx-config.in for --optional-libs

Initial Comment:
1) Adds parameter checking to differentiate between

"wx-config aui --libs" and "wx-config --libs aui"

2) Add "--libs all" to add all the compiled libs.

3) Add "--optional-libs x y z" 

4) Update help shown for wx-config

I've attached the complete modified wx-config.in for the 2.8.4 tar.gz release since I do not have a copy of cvs/svn head. I hope the changes will be easy enough to see.
