How to reproduce:

1. Run samples/dialogs on *Win95*
2. Press Ctrl+L (Log Dialog) - wxICON_ERROR is not
transparent, background is black
3. Click Details - wxListCtrl icons are not
transparent, background is black

Reopened: It's a mystery. The problem appears to be back. I can see it in
the art sample again. 

Patch 1761598, "wxStaticBitmap & transparency" (statbmp.zip) produces a
strange result ("striped" bitmap), see attached file: art sample in Win95
(wxStaticBitmap is seen on the right).

Tried again with wxMSW 2.8.2 RC1:

Now icon transparency is just fine on Win95 (comctl32 4.00) and Win98!

I have the problem running on XP SP2 when build on Linux 
with mingw compiler. 
Build for Linux - no problem
Build with ver 2.4 - no problem on either platform.

Same problem on Win98.
On both Win95 and Win98 icon transparency appears broken.
Transparency is ok on WinNT (SP6), Win2000 (SP4), WinXP (SP2).
