Summary: wxQuantize scatters pixels

Initial Comment:

wxQuantize scatters pixels in certain images, see attachments.

Problem seen with wxMSW 2.8.7, wxGTK 2.8.7 and wxMSW 2.9 trunk.

How to reproduce:
1. Apply patch to image sample (adds call to wxQuantize)
2. Run sample
3. Ctrl+O -> select one of the attachments
4. The solid blueish color has become dotted

Note:
Passing different parameters (different flags, different color counts) appears to change nothing:

wxQuantize::Quantize(image, temp, &pPalette, 256, 0, wxQUANTIZE_FILL_DESTINATION_IMAGE|wxQUANTIZE_RETURN_8BIT_DATA)
