Summary: Bad TIFF images cause crashes

Initial Comment:
Instead of gracefully failing to open the TIFF image, a Windows crash report is generated for the attached image.

This image comes from Microsoft FAX built in Windows utility, so these files are very common.

All TIFF files generated with the FAX application cause the same crash.

The problem appears when trying to open the attached image with the wxImage example of the distribution (2.8.3.0). The problem also exists in prior wxWidgets versions.
