wxImage scaling patch, useful vs. feature creep

  Hi,

there is a patch for better (higher quality but
slower) image scaling including docs.

This looks nice, but could be called inappropriate
featurism. I'm usually thinking that binary size
if mostly irrelavant and a patch that is potentially
useful and documented should be applied.
