Initial Comment:
Here is a modified patch for the 1502007. I couldn't 
re-open it so, here it is.
1. It is against CVS from 28-08-2006.
2. It does not have hard TABs.
3. It uses ::HasFlag() everywhere, but in one place 
for function syntax consistency. However, if the 
tester feels that this is wrong, it can be changed. 
It was tested with both variants.
4. It has a modificatins to the toolbar sample to 
demonstrate the changes. It would probably be better 
if somebody can create a "radio-button group" for 
moving toolbar in different irections, but since it's 
not the purpose of this current change, I left it as 
is ;-)
5. It has a document changes inside.
