Summary: wxSpinCtrl update event

Initial Comment:
A spin control update event is triggered when pressing
the up or down button even if the spin control does not
change its value. This is the case when the spin
control contains already its minimum or maxium value
and a button click would go beyond the spin control's
limits.
I have seen this bug only on MacOSX but it may also
exist in different operating systems.
