Summary: wxSizer::GetChildren undocumented and not declared as const

Initial Comment:
wxSizer::GetChildren() in wx/include/sizer.h is not
documented in the class reference notes.
Additionally, it's not declared as "GetChildren()
const", thought it looks as it should be declared as
such const member.
