New CVS Changelog Resource for Developers

With the help of Tim Kosse, I've put together a new page outlining all 
CVS commits. It features a bit of functionality I wish CIA had as far as 
listing all modified files up front with links to the actual diffs on 
the ViewCVS site. It also keeps commits dating back 3 months old (most 
of what I need it for is usually commits in the last week to a month). 
I've also split commits to the actual library separate of updates to the 
official website.

Changes should be shown within one hour of being committed. I've also 
added in full names along with the username, and hopefully have 
everyone's names correct. Let me know if I've made a mistake with your 
name or paired you with the wrong username. It's also possible that I've 
missed a few names for those that haven't commit recently or don't 
commit often (I don't have a list of everyone with CVS access).

Hopefully this helps with tracking down bugs, keeping up on changes, and 
encouraging more people to review commits for mistakes.
