What to do about gdiplus.lib?

Hi,

I've added the bakefile and configure.in things needed to build the new 
graphics context modules, and to define wxUSE_GRAPHICS_CONTEXT as 
needed.  But I'm not sure what to do about gdiplus.lib.  I can see where 
to add it in common.bkl if I wanted it to always be linked, but I figure 
it should probably be optional with an option in config.vc, but I'm not 
sure how to do that.  Can somebody help me out?
