I'm not able to downlad snapshot but my copy of CVS Head still contains '-bt=os2'
in build/os2/makefile.wat

IIRC:

  cd %WXWIN%\build\bakefiles
  bakefile_gen -f watcom -d ../os2/Bakefiles.os2.bkgen
