Summary: wxSlider::SetLineSize() does nothing

Initial Comment:
wxSlider::SetLineSize() does nothing, which makes
mousewheel and keyboard arrow keys unusable when the
slider has a large range. This is difficult to work
around except by manual range translation, which rather
removes the point of a range.

This bug is present on both WX_2_6_BRANCH HEAD and 2.7
HEAD.
