Summary: Move default button code from wxControlContainer to wxTLW

Initial Comment:
I can only test this on GTK, MSW. However it changes
code in mac/carbon, mac/classic, motif, gtk1 and os2
directories as well.

It will probably fail on these platforms due to a lack
of #include "wx/toplevel.h" as needed.

As this modifies many files it needs to be applied to
CVS ASAP.
