Initial Comment:
As discussed on wx-dev (see thread 'checking that a
wxFileSystem handler is registered') this is the patch
which changes AddHandler() making it prepend the
handlers and that updates docs.

BTW I'm not sure that the wording of the doc patch is
the best one...
