Summary: wxImage handler

Initial Comment:
This patch adds a wxImageXmlHandler class and a 
LoadImage method to wxXmlResource.

The reason for this is that loading image files as 
wxBitmap looses some information, namely a hot spot in
 .cur cursor files. This problem doesn't exist when 
wxImage is loaded.
