Speaking for myself:

I do take patch if:
- this is one liner
- I suggested on wx-dev I will take this patch
- I have free time
- I have feedback from submitter
- I understand the patch content
- I'm able to test the patch result

I do not take patch if:
- there is open question to submiter not answered
- somebody else was discussing it with submitter already
- it's too hot in my room (arghhhhhh) since two weeks
- I have serious real life issues

I don't think there is any general policy. Just sending reminder or providing
own test cases or users who opinion usually helps. Among remaining patches I
mostly feel uncomfortable about OpenGL issue which unfortunatelly I know
nothing about, only fear about compatibilities as discussed already.
